School Starts Today in Zephyrhills, and the $3.50 Lunch-Money Fee Is Gone

Zephyrhills students went back to class this morning, Thursday, Aug. 13, the latest first day of any school district in Florida, and families who finished setting up the district's new app are no longer paying a $3.50 fee every time they add money to a child's lunch account. Pasco County Schools built the app itself and dropped the payment vendor that charged that fee per student, per deposit.

Zephyrhills High's first bell rang at 7:06 a.m. Dismissal is 1:36 p.m. Across town the spread is wide, and it moves by campus rather than by grade level, so the elementary bell your neighbor works around may not be yours.

School	Start / End
Zephyrhills High	7:06 / 1:36
R.B. Stewart Middle	7:25 / 1:50
Woodland Elementary	8:40 / 2:50
Chester W. Taylor Elementary	9:50 / 4:00
West Zephyrhills Elementary	9:50 / 4:00

Early release runs on the same staggered logic: 11:36 a.m. at Zephyrhills High, 11:50 a.m. at Stewart, 12:50 p.m. at Woodland, 2 p.m. at Taylor and West Zephyrhills. The full countywide list is on the district's approved bell times page.

The lunch fee is gone. Setup is not optional.

The new app is called Pasco One, and it went live July 31. Parents sign in with the Parent Portal credentials they already have. Meal balances from last school year, positive and negative, were carried into the new system, and payments now run through a section called ONE Wallet.

Inside it, parents can move money between siblings' accounts, switch on low-balance alerts and AutoPay, check purchase history and cap daily or weekly spending. Cafeteria registers still take cash, checks, cards and tap pay, so a student whose account is not funded today is not stuck.

The old arrangement cost real money for anyone who deposited in small amounts. Three kids, one deposit each per week, and the fees alone ran to roughly $42 a month. According to local news reports, a school board member who was paying it herself pushed for a district-run replacement in January, and staff spent the spring building one out of the former MyStudent app. The superintendent told the board in June to expect some hiccups as it scales.

Free and reduced-price meal applications do not roll over. Last year's approval expires, the application has to be filed fresh, and the district says processing takes five to 10 business days with benefits starting the day it is approved. Anything filed this week will likely land after school has already started. Until approval comes through, send lunch or money.

Families who fall behind get some runway under district policy: elementary students may charge up to five days of meals, middle schoolers two, high schoolers one. After that comes an alternate meal that still meets USDA rules. Students already approved for free meals cannot be turned away over a negative balance. Questions about accounts go to the district's food and nutrition finance office at FNS_Finance@pasco.k12.fl.us.

Chancey Road is single-lane overnight

Crews are still working Chancey Road between Gall Boulevard and a point just east of Paul S. Buchman Highway, closing it down to a single lane from 7 p.m. to 6 a.m., Sunday through Thursday. That is the school week, four nights out of five.

The work window ends an hour before the Zephyrhills High first bell, so the morning car line should be clear of it. Evening practices, games and late pickups are the problem. Budget extra minutes.

For buses, the district's back-to-school hotline is open through Aug. 19 at 813-794-2500, staffed 6:30 to 10 a.m. and 2 to 6 p.m. After the 19th, the regular transportation line is 813-320-2562.

School-zone cameras are still ahead of us

Pasco commissioners took up an automated speed enforcement program for school zones countywide at their Aug. 11 meeting in Dade City. The version discussed would mail $100 tickets to the registered owner of any vehicle clocked more than 10 mph over the posted school-zone limit, with enforcement limited to roughly a half hour on either side of the start and end of the school day, and nothing on weekends or when school is out.

Nothing goes in the mail soon. State law requires an ordinance, then a 30-day public awareness campaign before a first citation in a county that has never run this kind of program. Of each $100 collected, $12 goes to the school district for security, transportation or safer walking routes, and $5 goes toward recruiting and keeping crossing guards. The county has not said which vendor would run the system or when cameras would switch on.

What comes next

The district returned to a smaller student body this year, planning for about 2,000 fewer traditional students than last year while charter enrollment grows. The board absorbed that in June by eliminating close to 500 positions, mostly through retirements, resignations and reassignment. The real number arrives with the Day 10 headcount later this month. The school board meets next on Tuesday, Aug. 25 at 6 p.m., and the final budget hearing is set for Sept. 8.
